Akira, aka weird neighbor kid, is wandering mostly with his parents. But he is small and quiet and also not great at sticking close to the people trying to look after him, so he wanders over to the flower stand eventually. There is still a flower crown in his hair that he seems to either be entirely unaware of or just doesn't care.
