Kidou holds his gaze on Fubuki for a moment before slowly looking ahead of him, staring at the baseboard of the other side of his room instead. He does not find weighing these things easy- who is the real threat? What's really happening? What relation ties the firemen and monsters together, if they're not willing to leave the monsters alive? Without knowing any of the answers he doesn't feel confident giving a definite answer to this.
He'll try, anyway. He has to analyze this situation; his older brother doesn't know enough yet. He's counting on Kidou to provide something.
"If we did stop them right now, what would change? If people stop dying, their purpose might be over, too. Until we're told otherwise, our priority right now should be putting a stop to the monster attacks."
